Kenny Carroll and his people have worked hard and hung in late at night and overtime work.

I know you have a shortage of ironworkers and we appreciate the help given to us.

Reminds me of the days of Charles Emig, Fred Dycus, Paul Brinkman, Wilkshire Bros., Bernie Sampsel & Pete Gross. We really got a lot of work in.

James McHugh Construction Co.
 

This letter is being sent without any hesitation on my part based on the overall performance of the Whitacre Engineering Company as a rebar supplier for James McHugh Construction Co. on the New Cleveland Browns’ NFL Football Stadium Project.

Under the lead of Mr. Bob Long, your office responded to all the requests of our office, which resulted in the successful completion of the above referenced Project. During all phases of the Project, your office illustrated a strong sense of dedication to the project, from the shop thawing phase, in which your office prepared precise, easy to read shop drawings in a timely fashion to the actual rebar delivery, in which the deliveries were closely coordinated with our field crews, allowing the rebar to be hoisted directly from the trucks and set in the areas needed.

As we all work in the real world, one would be remiss not to expect changes/revisions in a project of this magnitude. The Whitacre Engineering Company made every effort to incorporate design changes into their shop drawings and distribute new “field use” drawings as expeditiously as possible along with the revised rebar. In the few instances where errors did occur, your office efficiently researched and resolved the matter, delivering any necessary materials when needed.

Kokosing Construction Company
 

Within the industry, Whitacre normally quotes a project furnished and installed and, as a matter of fact, has always performed in that capacity for Kokosing and Baker in the past. Kokosing and Baker have used Whitacre for rebar placement on many occasions in the past and have found them to be the best we have encountered in the industry. By the “best,” we mean the following:

 
  1. Quality workmanship — bar installed to required tolerances the "first time",
  2. Good relations with the unions — work rules and union requirements fully adhered to,
  3. Adequate supervision and coordination — men are focused and coordination between field installation and fabrication is always timely and without delay,
  4. Backcharges and disputes between the installer and the fabricator are completely eliminated,
  5. Excellent safety record and procedures,
  6. Neither Kokosing nor Baker have ever experienced a project with Whitacre where we have been unhappy or dissatisfied with their performance.

Baker/Kokosing have discussed in-house what benefits would be realized by our joint venture if Whitacre was utilized for the rebar placement and have jointly agreed that we would reduce our overall project profit by $--------- and make that money available to pay Whitacre to help narrow the difference between, where their price is now and what we have in the bid…

Should AEP elect for Baker/Kokosing to utilize Whitacre for rebar placement, thus combining furnishing and placing with the same entity, the additional cost to AEP would be approximately $----------, based on bid quantities. Baker/Kokosing has zero markup on this number and will request none as the benefits to the job will more than compensate for any markup application…

Based on past performance with Whitacre and a considerable history with one company fabricating and a different company installing, Baker/Kokosing is confident that, on a job of this magnitude, with Whitacre performing the rebar placement the overall schedule would be enhanced by at least one to two weeks minimum over the project duration. This enhancement would be accomplished by the lack of usual delays attributed to rework of placed material, disputes and stoppages over shortages and misfabrication, lost time between when material is needed and when it arrives, communication breakdown between field forces and fabricator etc… i.e.: Whitacre would have a vested interest in eliminating problems and delays for their installers. We realize that is somewhat subjective, however, we are definitely of the opinion that time will be saved. The successful and timely placement of the rebar is a critical aspect to meeting the schedule for this project.

As we do not have the expertise to assess dollar value to time saved, we trust that this information will help you to evaluate how we should proceed in this matter.
